Borrowing the Diagnosis. Refusing the Prescription.
Every powerful idea arrives wrapped in politics. We do not have to take both.
One Book. Two Jobs.
Most movements pick a thinker and inherit the package. The evidence and the politics arrive in the same book. Both get cited together. Both get defended together. One decision. Not two.
The diagnosis (what happens) is empirical. The prescription (what to do) is political. Read them as one job and you import a worldview by accident. Read them as two jobs and the evidence travels.
This is the method. It applies to every source we cite.
Richard Florida.
Florida documented something real. Cities with cultural vitality retain their people. Cities without it bleed them. The mechanism is talent, technology and tolerance. The data is solid.
Then he prescribed. Make cities friendly to creative knowledge workers. Compete for them. Build the cafés, the studios, the lofts. The rest will follow.
The prescription has a track record now. It built the conditions for displacement in San Francisco, Brooklyn, Berlin, Lisbon. Florida himself wrote the second book about that. Diagnosis intact. Prescription discredited.
So we keep one and discard the other. Four twists.
-
Rural at Human Scale
Florida studied fifty million person metros. We are in a village of two hundred and twenty. The mechanism still works. Cultural vitality retains people at every scale. Aisymi does not need Brooklyn. It needs a community hall, a music night, a craft school, a reason to stay.
-
Inclusive Creative Class
Florida defined creatives narrowly. Designers, programmers, academics, a thin slice of any city. We reject the slice. The seed saving farmer is doing research and development. The rempetika musician is producing culture. The mechanic improvising parts is engineering. Every worker rooted in place is creative.
-
Diagnosis Without Prescription
Florida said culture drives retention and concluded the answer is to attract capital. We say culture drives retention and conclude the answer is community ownership. Land trusts, cooperative housing, anti speculation rules. Same diagnosis. Opposite prescription.
-
Reverse the Arrow
Florida built a theory of import. How do cities attract talent. We are writing the manual for export reversal. How do regions retain talent. How do they bring back the people who left. The mechanism is the same. The direction is opposite. The politics is opposite.
The Same Method, Other Sources.
Florida is the loud case. The pattern is everywhere in the canon we cite.
Michael Marmot
Diagnosis: health is determined by income, housing, education, employment, the social gradient. Marmot's data is unimpeachable. Prescription: a kinder NHS, better commissioning, more research funds. We take the diagnosis. Then we go further. Healthcare as a commons. Community ownership of primary care. The social determinants point past medicine entirely.
Karl Polanyi
Diagnosis: when markets are allowed to treat labour, land and money as commodities, the social fabric tears. Polanyi was right in 1944 and is right now. Prescription: a strong central state to absorb the shock. We take the diagnosis. The prescription needs updating. The state Polanyi imagined no longer exists in Greece. The double movement now has to be built from below. Cooperatives, community enterprises, municipal institutions. Polanyi's insight, distributed.
Even Bookchin
Bookchin is the closest fit in our canon. We still adjust. His libertarian municipalism rejected the state outright. We do not. Greece needs functioning national institutions and a parliament that is not for sale. We take Bookchin's case for assemblies and participatory budgeting and run them inside a state we intend to make work, not abolish.
Envelopes A to P.
Every proposal in the programme is tied to an envelope code. A proposal cites one envelope where one suffices and a combination where the bridge to base path requires it. Combinations are written as letter pairs (for example, Funded by: E + D). No proposal invents a new code.

Take the evidence. Build the politics. They are not the same job.
Every source we cite has been read this way. The diagnosis is the gift. The prescription is up to us.
